Action: Marine Fisheries items to be discussed Nov. 21
Information: Several Marine Fisheries Management items will be discussed by the
Commission Nov. 21 in Weston.
Topics include:
• A review of Biscayne National Park Fishery and General Management Plans that
will include a discussion of staff’s recommendations that the Commission convey
its support for the park’s Fishery Management Plan and potential future
regulation changes during implementation, and an overview of the park’s new
preferred alternative for the General Management Plan that is scheduled to be
released prior to the Commission meeting.
• A draft rule discussion on commercial sea cucumber harvest and the
implementation of daily commercial trip limits.
• A draft rule discussion on swordfish including consistency with recent changes in
federal waters, modifying state swordfish rules to allow for commercial harvest
associated with newly created permits, designating swordfish as a restricted
species, establishing allowable gears and updating federal rule references.
• A discussion on removing the Gulf reef fish venting tool requirement, making
state regulations consistent with recent federal changes.
• Updates on recent actions from the federal fishery management councils.
• A consent agenda item on extending blue runner regulations in state waters into
federal waters and establishing a recreational bag limit.

Action: Recreational season will remain open Nov. 1
Information: The recreational Atlantic vermilion snapper season will remain open in state
and federal waters this fall due to the recent elimination of the Nov. 1-March 31 season

Action: Statewide snagging definition, gear rules in Boca Grande Pass changes effective
Nov. 1
Information: Changes that will add language to the current statewide snagging definition
for tarpon and modify what types of gear can be used when fishing in Boca Grande Pass
will go into effect Nov. 1.

The first part of the adopted changes includes adding language to the snagging definition
to prohibit catching or attempting to catch tarpon that have not been attracted or enticed
to strike an angler’s gear.

The second part of the proposal prohibits fishing with gear that has a weight attached to
a hook, artificial fly or lure in such a way that the weight hangs lower than the hook when
the line or leader is suspended vertically from the rod. This change will apply to fishing for
all species year-round within Boca Grande Pass. If this gear is on board a fishing vessel
while inside the boundaries of the pass, it cannot be attached to any rod, line or leader
and must be stowed.

Action: Two license-free fishing days slated for November
Information: The following upcoming days are license-free fishing days:
• Saltwater
o Nov. 30
• Freshwater
o Nov. 29
o Dec. 28

On these days, residents and visitors can recreationally fish without being required to
have the relevant (saltwater or freshwater, as appropriate) recreational fishing license
that is required the rest of the year.

All bag limits, seasons and size restrictions apply on these dates. For fishing tips,

An annual license for residents can be purchased at 1-888-FISH-Florida or at
License.MyFWC.com. All fishing license fees are used to support Florida fish and wildlife
conservation and help attain additional funding for Federal Aid in Sport Fish Restoration
